MeDCare strengthens Tunisia’s VET system in biomedical and digital health by creating an innovative double-degree EQF5 curriculum for Medical Technology & Digital Health Care Technicians. It aligns with Industry 4.0 standards and European frameworks to respond to urgent healthcare demands, reduce skill mismatches, and limit the migration of healthcare professionals. Through international cooperation among Tunisian and European institutes, MeDCare co-develops a training structure that incorporates virtual reality, AI-supported learning, and blockchain-based credentialing. Teachers benefit from targeted capacity-building, including hands-on sessions in Italy and Spain, while students in Tunisia access new VR labs and updated technical modules tailored to local and regional market needs. The project’s strategy follows a structured approach: an initial needs analysis guides the curriculum design, which is then tested through a pilot program for Tunisian learners. This pilot phase issues micro-credentials and Europass certificates, guaranteeing secure, internationally recognized qualifications. National authorities and healthcare stakeholders are engaged throughout, ensuring that new training standards remain valid and beneficial. MeDCare contributes to Tunisia’s economic and digital priorities by fostering a resilient health workforce equipped with transversal and technical skills. It supports the EU’s agenda for green and digital transitions, promotes sustainable development in the medical sector, and enhances employability by bridging educational outcomes with real-world industry practices. The final Memorandum of Understanding among ITS, Elemtiez, and ATFP formalizes the double-degree pathway and secures its long-term adoption. By building institutional capacity, strengthening curricula, and improving teacher expertise, MeDCare expands opportunities for students to access high-quality vocational education and helps modernize healthcare provision in Tunisia.
